delays in building sidewalks in other parts of the city. Councilman Phil Claiborne, who represents part of Donelson, referred at least twice to the $15 million to $16 million bridge as a 700 foot sidewalk.
The bridge would wind across the CSX rail lines, Adidas Tech Super Grey Orange connecting 10th Avenue South at Cummins Station to Pine Street in the Gulch.
Claiborne also said most of the county has been "on a diet" while the downtown area has feasted lately on new amenities. And Councilwoman Emily Evans said the Demonbreun Street viaduct already provides a way for people to walk over "the river Gulch."
Metro Finance Director Rich Riebeling declined to comment after the meeting. A spokeswoman for Metro Public Works, which would be responsible for the bridge, could not immediately be reached for comment.
Dealing at least a temporary blow to Mayor Karl Dean's plans to make the urban core more connected and walkable, the Metro Council voted Tuesday to defer indefinitely a plan to acquire land for a pedestrian bridge that would connect the popular Gulch and SoBro areas.

The council also voted to defer two proposals by Councilman Charlie Tygard aimed at creating dedicated funding sources for mass transit as the city looks at building a $174 million bus rapid transit line though not without up to $75 million in federal help to connect East Nashville and West Nashville. One of the proposals would call for a countywide referendum on raising the sales tax by a half cent to create revenue for mass transit and schools.
Tygard said he was mainly looking to start a conversation about how the city would pay for mass transit long term. But Councilman Ronnie Steine, who tried to table the deferral motion and kill the idea outright, said the prospect of raising taxes tends to stop conversations, not start them.
The council also gave preliminary approval to a roughly $66 million incentive package for HCA to move some of its business units to the North Gulch. The council had previously agreed to a similar package for a move to a site on West End Avenue, but that deal fell Adidas Tech Super Dolphin

But Councilwoman Erica Gilmore, the sponsor, said the proposed bridge would be a strong addition to the downtown fabric and important for young people living and working downtown without automobiles. Gilmore also expressed frustration with some of her colleagues, warning that they should support a project in her district if they expect her to do the same for them.
